The employer checklist page is now archived. Content shifted from the Employer Job Offer: Foreign Worker, International Student, and In-Demand Skills streams (effective July 2, 2025) to the Ontario Workforce Priority stream, which the AFTER text states was closed as of May 30, 2026. EOI handling now includes an employer-triggered email prompt and up-to-12-month selection-pool retention. Consent forms are portal-only after ITA and must be signed by a signing officer (not employer contacts). Transport positions no longer accept a “Satisfactory Unaudited” safety rating—only Excellent or Satisfactory. The International Student Stream recruitment-effort exception was dropped.

On June 26, 2026 changes were made to Ontario Regulation 422/17 under the Ontario Immigration Act, 2015 (OIA) as part of the OINP’s redesign. The changes include removing the former 8 streams and introducing the new Ontario Workforce Priority stream.

The Expression of Interest (EOI) system is now closed to new EOIs. No further invitations will be issued under the former program streams. All applications received under the former OINP framework will be assessed according to the eligibility requirements in place at the time of application.

Employers must submit applications for the approval of an employment position under the Ontario Workforce Priority stream via the Employer Portal.

After you have submitted a job offer, the employee will receive an email prompting them to register an EOI. After they complete this step, their EOI will be entered into the OINP stream selection pool for up to 12 months.
