The guidance for Venezuelan passport holders with expired passports was significantly expanded and made more restrictive/nuanced. Previously, all applicants could simply add 5 years to the printed expiry date regardless of circumstances. Now the rule depends on passport issuance date (before vs. on/after June 7, 2019) and how long the passport has been expired (less than 5 years vs. 5 years or more). Passports issued on/after June 7, 2019 that are expired can no longer be used at all—a new passport or travel document is required. Passports expired 5+ years are considered fully expired with only a narrow exceptional-situation exception. This narrows eligibility for many Venezuelan applicants who previously qualified under the blanket 5-year extension rule.
